In this historical case law, it has been stated that the Community has the competence to enter into international obligations that can result in not only from explicit provisions of Treaties but may also derive implicitly from measures adopted, within the framework of provisions, by the community institutions, and that all acts adopted by the institutions which are intended to have legal force, can be reviewed by the Court, even if there are not Regulation, Directive or a Decision.
